The engineering challenge is source control and report discipline. OCO structures collection boundaries, entity resolution, source confidence, AI-assisted analysis, report state, professional access, and disclosure limits. The system is designed so public information can be researched through a controlled workflow without presenting private data, weak source material, or unsupported conclusions as if they were verified facts.

The operating model starts with lawful public-source boundaries, then structures entities, source confidence, relationships, timelines, report sections, reviewer notes, and disclosure state. AI assists with research organization, but source quality, context, and review status remain visible.
